HBMHR has a fifteen member Board of Directors that meets monthly. Board members are selected from the Hard Bargain neighborhood and from the community at large. Care is taken to insure that at least one third of the Board is low income or a representative from the neighborhood to maintain Community Housing Development Organization status with the U.S. Department of Housing and Urban Development.

An Advisory Board is composed of neighborhood representatives, business and community leaders, volunteers, and others interested in the mission of HBMHR. The Advisory Board meets periodicly to review the current activity and needs of HBMHR. It recommends general action to the Board on construction contracts, fund raising, and other activities.
